It doesn't mean the accused didn't do it.
Nor does it mean the accused did do it.
It just means there is neither the evidence to clear nor prosecute the accused.
That is ALL "Unfounded" means.

Seriously. Get it through your heads. "Unfounded" does not equal "Innocent."
A demonstrably false accusation should result in a false accuser being prosecuted under that jurisdiction's "wrongful accusation" laws and the complete dropping of all charges.
An unfounded rape charge, in particular, just means that they do not have the evidence they need to charge the accused. And even with AMAZING amounts of evidence, rape is really difficult to successfully prosecute.
